Summary: "What is the Nuku'alofa Development Corporation (NDC)? The enquiry is addressed by examining the structure and process of governance, management and financial administration enabling the Nuku'alofa Central Business District (CBD) Project to achieve outcomes by March 31st, 2012, the final draw-down date for the concessional loan from the EXIM Bank of China funding the recommendation. Focused explicitly on the Nuku'alofa Development Corporation in relation to the CBD reconstruction work, the report does not digress into the National Infrastructure Investment Plan, the Integrated Urban Development Project and funds sought from the World Bank, Asian Development Bank and the European Union. Tonga's building industry regulated by the Building Control and Standards Act 2002, the Building Control Standards Regulations 2024, and the National Building Code 2007, are fundamental to understanding NDC in practice"--Abstract.
