Subject: The photograph shows Mr. Scott, the Principal, and a group of unidentified people at the Tonga Teachers' College. There was a time when palangi (non-Tongans) would wear shorts and "full socks" (socks ending just below the knees) and Tongans who were educated overseas would return wearing shorts and "full socks."
